Pediatric Medical Director

POSITION SUMMARY:

This position provides the overall leadership of clinical functions of a child welfare organization that provides wrap-around behavioral health services to the children and families. This position reports to the Chief Operating Officer with oversight of Medical staff and medical assistants.  Must be knowledgeable of pediatric psychopharmacology in general and willing to prescribe psychotropic medications safely and effectively in certain clinical situations.  Prior experience in Community health setting or fast paced medical practice serving predominately a Low to moderate income population   

The position requires functioning as the Medical Director and a minimum of a 75% productivity requirement seeing Children. The individual in this position will lead the team of psychiatrists and ARNPs into the next generation of health records, tele-psychiatry and other innovative prevention and wellness initiatives.  This position will also be responsible for clinical provider recruitment & compensation, and management of the Client Centered Medical Home Model.  The Medical Director, in conjunction with the Senior Director of Quality Management, will develop an agency wide Quality Management Plan. Other responsibilities will include the coordination of several clinical research activities.  The Medical Director will have an active role in supporting the strategic plans and vision of the organization.

PRIMARY RESPONSIBILITIES:

 

  1. The Medical Director is the lead Medical Provider of Directions for Living.
  2. The Medical Director is responsible for the development of and implementation of innovative, high quality, cost effective, behavioral healthcare delivery across a multi-site community mental health (and primary care) center which addresses health disparities.    This is a key performance indicator.
  3. Ability to partner across the organization with multiple departments through the exchange of data, information, and frequent communication
  4. The Medical Director will provide practice-wide operational and strategic leadership and participation in achieving excellence in clinical care and in client experience. This is a key performance indicator.
  5. The Medical Director is responsible for, in conjunction with the Directors and Executive Leadership Team, the full implementation of the electronic health record and shared electronic health records with all of the sites/location.   This is a key performance indicator.
  6. The Medical Director will improve client safety and clinical quality by gaining the support of the medical staff and achieving universal adoption of the agency's medical/health record.  This is a key performance indicator.
  7. The Medical Director will oversee and is responsible for all activities related to the delivery of medical/psychiatric programs and clinical services.
  8. The Medical Director will serve as the content expert on market and research trends in psychiatric and quality performance improvement and management.
  9. The Medical Director will work in collaboration with the executive leadership team, clinical leadership, directors, and all clinical providers to achieve excellence in client care, quality, safety objectives, and cost containment.  This is a key performance indicator.
  10. The Medical Director will provide leadership as a champion of cross departmental issues, develop and maintain strong working relationships with key department leaders, and when necessary implement the change that is needed and necessary.
  11. The Medical Director will, in conjunction with the Executive Leadership Team, pursue the designation of Medical Home certification.  This is a key performance indicator.
  12. The Medical Director will  design, develop,  implement and manage a high quality behavioral health & preventive care practice model with a broader range of client centered, integrated services , while collaborating on new and more effective healthcare delivery models.  This is a key performance indicator.
  13. The Medical Director will work collaboratively with the Directors of Child Safety and the Director of Intensive Family Services to ensure a seamless delivery of services are provided to children and families who are being served through dependency case management, foster care or adoption services. 
  14. The Medical Director ensures training and supervision to all medical providers.
  15. The Medical Director provides direction and coordination to all medical providers regarding policy & procedural compliance and quality initiatives.
  16. The Medical Director ensures policy communication occurs and operational quality initiatives are followed by all medical providers. The Medical Director will assist in the development and implementation, and operation of a quality assurance program as it relates to client care. 
  17. The Medical Director will participate in achieving excellence in key committees: Risk & Compliance, t, Quality Council, and Credentialing/ Privileging the Critical Incident Review.
  18. The Medical Director will inform, and fully participate in the development and management of the agency budget.   This position will manage to the approved annual budget and will be measured against the performance of said budget.  Cost containment is a key performance indicator. 
  19. The Medical Director participates, in concert with Human Resources, the recruitment and interviewing of all medical staff and assurance of credentials.  Recommends hiring and firing of medical staff with review and approval of the COO.
  20. The Medical Director is responsible for medical assignments and coverage for all medical services.
  21. The Medical Director has oversight for annual and periodic performance evaluations of medical providers.  The Medical Director has specific responsibility for evaluating all medical providers (MD, ARNP's, Medical Assistants).
  22. The Medical Director is responsible for arranging and conducting regular meetings of medical providers.
  23. The Medical Director will represent the views, needs, concerns, and policy proposals of the medical staff to the Chief Operating Officer.
  24. The Medical Director is responsible for the quality control of the medical care including compliance with CARF accreditation standards, through active involvement with all elements of client care.   This is a key performance indicator.
  25. The Medical Director will maintain a client case load and be measured against a weekly productivity requirement.  This is a key performance indicator.
  26. The Medical Director is responsible for prescribing supervision of all ARNP staff (without an assigned DEA number) in the medical department.
  27. Perform other job-related duties as required and assigned
  28. Full and thorough understanding of all contracts that pertain to medical  programming or operations
  29. Clinical research Projects
  30. Supervision program Grant writing, program planning and development as needed
  31. Geographic expansion.
  32. Continued collaboration with community CIT initiatives
  33. Medical representation at state and nation level councils, as needed, to ensure that Directions is properly represented as a leading provider of behavioral health care.

 

ACCESS TO PROTECTED HEALTH INFORMATION:

 

Will be knowledgeable in and practice all   policies and procedures related to privacy and security practices cited in the Health Insurance Portability and Privacy Act (HIPAA) applicable to program and position.

 

EDUCATION EXPERIENCE/REQUIREMENTS:

 

Must be a Board Certified Pediatrician. Successful completion of a background investigation with the Florida Department of Professional Regulations.   Minimum of seven years progressive experience in a community mental health center, major health care system or large medical practice. Previous experience as a physician leader with demonstrated success in monitoring and evaluating the quality and effectiveness of clinical programs is preferred. Experience working with Medicaid, Medicare, and pre-paid health plans is highly desired.

Experience in strategic and budget planning is required. Five ten years of successful leadership experience, including excellent clinical and technical skills previous experience with the use of an electronic health record is required. Minimum 5 years of supervisory experience.  Must have mastery of the medical field and the management field, be able to properly supervise and lead (and oversee) the work of other medical and clinical personnel.  Minimum of five-ten years of experience in the treatment of substance use disorders. Child welfare experience is preferred. Must be knowledgeable of pediatric psychopharmacology in general and willing to prescribe psychotropic medications safely and effectively in certain clinical situations.  Prior experience in Community health setting or fast paced medical practice serving predominately a Low to moderate income population preferred.    

 

 

Requires excellent communication skills and the ability to relate well to all types of people. High energy level, comfortable performing multifaceted projects in conjunction with day-to-day activities. Excellent written and verbal communication skills.  Strong persuasive and presentation skills, self-starter, strong problem solving and analytical skills (has the ability to "think outside the box").  

 

Requires ability to monitor consumers through visual and auditory means. Requires ability to read and speak English correctly.  Requires ability to assess clinical performance of all clinical providers and must be able to encourage growth and development of the clinical staff.  Requires ability to develop practice changes within the organizational context which strengthens overall clinical practice. Requires ability to prioritize multiple tasks. Requires the ability to participate as a member of the senior leadership team, with an active role in supporting the strategic plans and vision of the organization.   Must be very responsible. Must be computer literate with proficiency in Microsoft office, windows, word and excel.

PHYSICAL DEMANDS/WORK ENVIRONMENT/OTHERS:

 

Position requires Medical Director to work a flexible schedule, reliable transportation required.  Medical Director will be expected to work evenings and to attend meetings, may be required to work up to 12 hours. Work environment air-conditioned. May deal with potentially dangerous situations/consumers. Requires ability to function effectively in a smoke-free workplace. Primary work to be conducted at various office locations. Exposure to heat and humidity when traveling to remote meetings. May be exposed to contagious conditions and communicable diseases, including, but not limited to, AIDS/HIV, staph, hepatitis, rubella, tuberculosis, cytomegalovirus, and blood borne pathogens, lice, and scabies.
