POSITION SUMMARY:

 

The Director of Intensive Family Services will focus on providing high quality behavioral health services and child safety case management to children and their families who have been identified by Child Protective Investigations as at-risk of entering the child welfare system due to verified safety concerns and to children and their families who have entered the child welfare system and have a court ordered goal of reunification.  This individual will oversee integrated behavioral health and child welfare services being delivered to children and their families. 

 

PRIMARY RESPONSIBILITIES:

 

Program Administration

 

  1. Ensure timely, best practices of client-centered Integrated Behavioral Healthcare therapy, assessment, psychiatry, and case management services to children and families identified by child protective investigations as at-risk of entering the child welfare system.
  2. Ensure timely, best practices of client centered Integrated Behavioral Healthcare therapy, assessment, psychiatry, and case management services to children and families who have entered the child welfare system and who have a court ordered goal of reunification, or are being served in-home via the Unified Family Court judicial process.
  3. Oversee all program staff assigned to Family Works, Family Intensive Treatment, and Project HOPE inclusive of all reunification support in Pinellas and Hillsborough County, and the Highland/Hardee CPI initiative.  
  4. Full responsibility for all contracts that are associated with any and all of the above service types.
  5. Work in close collaboration with all services provided by DFL to ensure that children and families at risk of entering the child welfare system or who have already entered the child welfare system and have been assigned to DFL CMO are prioritized for any and all behavioral health services provided by DFL.  
  6. Must have a mastery of knowledge and operating understanding of "conditions for return", social determinants of health and be able to ensure that all factors contributing to the initial maltreatment have been identified, mitigated and openly discussed at all critical junctures.
  7. Must understand and have a mastery of the child welfare unified family court, privatized community based care, child protective investigations being conducted by a Sheriff's office, and have the ability to work effectively with all of the above.  
  8. Must take personal professional responsibility for maintaining a thorough and working knowledge of contracts, agency language, agency policies, 10 essential elements, all programs and services offered by DFL.
  9. Must maintain a working relationship with all other Directors employed by DFL
  10. Must be available to respond 24 hours per day, 7-days per week in the event of a natural disaster, weather event, man-made disaster or other time sensitive client specific needs.
  11. Ensure intra-organizational planning and coordination of the Department's services with the other relevant Departments and Leadership Team members.
  12. Ability to partner across the organization with multiple departments through the exchange of data, information, and frequent communication
  13. Participate in the development of the annual budget, as well necessary budget revisions during the year.
  14. Using the draw down report monitor revenue and expenditures of the various services within the program on an ongoing basis, and adjust as appropriate.
  15. Provide leadership and guidance for staff through appropriate Program procedures in accordance with Organization policies.
  16. Coordinate involvement of supervised staff in Organization electronic healthcare data reporting processes.
  17. Ensure proper preparation of service staff for all organizational evaluations audits and reviews.
  18. Ensure that all service records are maintained according to organization policies and procedures. Write, amend and update the department manuals.
  19. Reviews management of cases, assignments, case problems, issues, and methods of treatment and supporting documentation.
  20. Oversees the supervision of interns/externs.
  21. Supervises service supervisors; conducts staffing meetings; participates in case reviews and evaluates service set productivity and efficiency processes.
  22. Demonstrates ability to openly exchange, accept and share ideas with others; exhibits good listening skills and communicates with

        supervisor on an ongoing basis regarding progress, problems and informational items.

  2. Review performance indicators of staff; demonstrate ongoing supervisory Oversight and direction of staff.   Monitor subordinate work product for accuracy, timeliness and completeness.  Provide recognition as appropriate.
  3. Evaluates staff compliance with completion of all required annual e-learning and mandatory trainings.
  4. Completes all required E-learning and mandatory trainings as required.
  5. Facilitates or ensures that regular weekly staff meetings are being held in accordance with agency policies and procedures.

  1. Make decisions regarding hiring, reassigning and terminating employees appropriately and efficiently, based upon logical reasoning organization needs and adequate documentation.
  2. Provide ongoing supervision to staff on a schedule commensurate with their needs and abilities, as well as Organization needs, in order to maximize employee morale and productivity.

 

  1. Maintain a system of monitoring staff performance, which culminates in meaningful and accurate performance evaluation process. Completes all evaluations in a timely manner.
  2. Ensure the formulation of realistic performance objectives for each staff member under supervision, and encourage participation of those employees in appropriate training and educational services.
  3. Ensures productivity levels meet corporate expectations; review statistics and program reports on an ongoing basis and takes

                appropriate corrective actions as needed.  

  1. Manages the service set budget; organizes work; establishes priorities; demonstrates ability to adapt to changing, unusual or difficult situations; identifies new ways to improve quality, productivity and customer satisfaction.
  2. Demonstrates successful coaching/modeling techniques.  
  3. Confronts or recognizes staff as appropriate; provides appropriate training and behavior by example; motivates staff in a positive manner; keep staff informed and solicits input.
  4. Maintains clear boundaries with staff; treats staff with dignity and respect; considers diversity and viewpoints of others;  does not

                 denigrate staff in presence of others.

 

Personal Staff Development

 

  1. Completes e-learning and other required trainings in a timely manner and demonstrates competency in electronic health care records.
  2. Participate in educational training activities aimed at building job related skills and knowledge.

ACCESS TO PROTECTED HEALTH INFORMATION:

 

Will be knowledgeable in and practice all policies and procedures related to privacy and security practices cited in the Health Insurance Portability and Privacy Act (HIPAA) applicable to program and position.

 

EDUCATION EXPERIENCE/REQUIREMENTS:

Must have a minimum of a Master's Degree in Social Work or a related area of study from an accredited university or college. Licensed mental health professional preferred. Certified Addiction Professional preferred.  Must communicate in a clear, concise written format, effectively and apply knowledge. Must possess reading and writing skills that enable reading and writing progress notes, treatment plans, and pertinent information concerning the client.

Experience/Knowledge

                               

  1. Clinical and supervisory experience with progressive responsibilities for at least five (5) years.
  2. Must have a demonstrated working knowledge of the community based care child welfare system in the State of Florida.
  3. Must understand the need for all behavioral health services through the lens of child safety, operate with a sense of urgency and have a demonstrated history of being able to motive staff.
  4. Must have prior experience providing prevention, intervention and treatment to individuals with a substance use disorder.
  5. Time management and task prioritization.
  6. A comprehensive understanding of the following: all readily available and referenced studies on adverse childhood experiences, social determinants of health, stages of change, wrapaournd model.
  7. A comprehensive understanding the implementation and use of evidenced based practices, monitoring fidelity of the EBP models of care.
  8. Program planning, implementation and monitoring.
  9. Clinical and supervisory skill assessment and improvement.
  10. Staff leaderships and supervision
  11. Experience working with electronic health records required.
  12. Psychiatric outpatient and/or medical primary outpatient practice experience required.
  13. Ability to manage crises safely and effectively required.
  14. Minimum of three years of related experience in managing the delivery of child, family and adult behavioral health services.
  15. Preference will be given to individuals with prior child welfare experience in the State of Florida.
